MN Housing – Rehabilitation Loan Program

The Rehabilitation Loan Program assist low-income homeowners to make basic home improvements that directly affect the safety, habitability, energy efficiency or accessibility of their homes. Funded by the Minnesota Housing Finance Agency, the Rehabilitation Loan Program, offers a NO interest, NO payment deferred loan.

Program Features

  • Maximum loan amount is $27,000
  • Loan terms of 10 to 15 years
  • No interest, no payment, deferred loan
  • Loans are completely forgiven if the borrower does not sell, transfer title, or cease to occupy the property during the loan term.
  • Various property types are eligible including, but not limited to, single family homes, duplexes, a condominium unit, and manufactured housing taxed as real or personal property.

Eligible Rehabilitation Improvements

  • Accessibility-related improvements
  • Energy efficiency-related improvements
  • Lead hazard mitigation
  • Radon mitigation
  • Smoke detectors/alarms
  • CO alarms
  • Structural improvements
  • Electrical Improvements
  • Plumbing improvements
  • Drainage, grading and gutters
  • Roofing, soffits and fascia
  • Siding
  • Windows and doors
  • Insulation
  • Furnaces and other heating systems
  • Well and septic repair or replace
  • Wall and ceiling repair
  • Flooring

You may be eligible if you:

  • Have owned & occupied your home for at least the past 6 months
  • Are current on your mortgage & property tax payments
  • Do not have assets exceeding $25,000
  • Meet the following income limits (subject to change):

Small Cities Development Program (SCDP) – Rehabilitation Loan Program

Low to moderate income homeowners in targeted communities can apply for funding to make permanent repairs & improvements to their homes. As long as the borrower remains owner/occupier and does not transfer the title of their home for the loan term, the loan is completely forgiven.

Eligible Rehabilitation Improvement Areas:

  • Livability
  • Energy Efficiency
  • Safety
  • Accessibility

These may improvements may include, but are not limited to:

  • Ramps & bathroom accessibility conversions
  • Repairs and replacement of defective plumbing, heating, electrical systems, roofing, windows, doors.

Program currently available in:

  • Northome, MN

You may be eligible if you:

  • Are current on your mortgage & property tax payments
  • Have current homeowners insurance in place
  • Live within the target area
