Support the agency mission by assisting low-income households to reduce energy burden through the assessment and installation of energy efficiency upgrades. Responsible for determining the needs of low-income household dwellings for health, safety, and energy efficiency according to Energy Program guidelines. Responsible for project coordination and file documentation from initial energy audit, determination of cost effective measures, work scope generation, contractor coordination, quality control inspection and payment.

RATE OF PAY: Wage Range of $19.42 to $29.12 per Hour.

SCHEDULE: 40 Hours per Week; 12 Months per Year.

  • Education
    • Minimum: High School Diploma and additional training
    • Preferred: Two Years college or vocational technical training in residential housing.
    • Home Energy Professional Energy Auditor and Quality Control Inspector Certifications or willingness to obtain through Agency.
  • Experience
    • Minimum: more than 1 year building trades experience.
    • Preferred: 2000 hours verifiable building trades experience (framing, roofing, drywall, energy Audits, QCI inspections, plumbing, heating, etc.)
    • Preferred: Working knowledge of residential housing rehabilitation and specification writing.
  • Authorizations
    • BCA Background Study
    • Valid Driver’s License
    • MVR Approval for use of agency vehicles
  • Skills
    • Ability to proficiently operate copy/fax machines, telephone, and computers and software, including email, spreadsheets and word processing.
    • Excellent oral and written communication skills.
    • Ability to manage time that results in both a satisfactory quantity and quality of work.

    • Must be able to handle diverse work problems on a daily basis.

Primary Duties & Responsibilities

This job description is not intended to be all-inclusive and employee will also perform other reasonably related business duties as assigned.

Area 1: Site Inspections

  • Obtain, approve, determine eligible, and prioritize applications per program guidelines.
  • Schedule and conduct on site inspections as needed to meet program goals.
  • Inspect and test residential buildings, mechanical systems and electrical systems to determine needs in the areas of health and safety; energy efficiency and general deficiencies using a blower door, infrared scanner, and various diagnostic equipment.
  • Determine appropriate activities to address the deficiencies in accordance with available funding; program guidelines; while conforming to all applicable housing, building and zoning codes.

Area 2: Project Administration

  • Determine economic or practical feasibility of undertaking improvements on unit for which application is received. If improvements appear impractical, review the findings with the Housing Rehab and Energy Programs Director.
  • Perform SHPO Historical Reviews
  • Input site specific and test data into state database and perform cost benefit analysis
  • Prepare work order specifications and award projects to contractors per agency and funder guidelines.

Area 3: Closeout Activities

  • Conduct quality control inspection and documentation activities per federal regulations
  • Submit Completion Certificates and invoices to the Housing Rehabilitation Specialist for payment authorization

Area 4: Compliance

  • Complete reports and maintain accurate records.
  • Assist and represent Agency throughout Program Performance Auditing process
  • Assess and respond to potentially hazardous and/or life threatening situations in compliance with program requirements.

Area 5: Credentials & Training

  • Obtain and/or maintain State of MN approved Building Energy Auditor and Quality Control Inspector certifications.
  • Attend trainings to advance technical knowledge of heating systems, lighting systems, combination appliances, water heaters of all kinds, methods of reducing air infiltration and heat loss.
  • Stay current with new technologies, methods and codes.
  • Learn and operate industry specific software including Weatherization Assistant, Facspro and E-heat proficiently
  • Maintain familiarity with State and Federal guidelines governing Weatherization and Energy Assistance

  • Requires ability to climb ladders and navigate stairs to monitor construction work completed within confined spaces, rooftops, etc.

  • Must have valid driver’s license and current auto insurance coverage in compliance with Minnesota State guidelines on the vehicle used for work related travel.
  • Travel for completion of job duties, trainings and meetings as required.
