Job Summary

Support the Agency’s mission by identifying, contacting, and assisting low-income households by connecting them to Energy Assistance and other applicable resources. Find underserved populations in Itasca and Koochiching County, and develop a communication plan and resources to connect them to services. Create content for community outreach through a variety of methods, including media sites, mailings, advertisements, and other methods with a goal of increased program participation.

Primary Duties & Responsibilities

This job description is not intended to be all-inclusive and employee will also perform other reasonably related business duties as assigned.

Area 1: Identification of Target Populations

  • Through reports available with MN DOC, find underserved populations to target
  • Maintain database of Outreach opportunities and events in area communities in both Itasca and Koochiching counties.
  • Seek events based on area, targeted populations such as seniors, veterans, disabled, and underserved in general.
  • Identify partners that can assist with distribution and communications. Create partnerships with other community resources, agency partners, etc.

Area 2: Content Creation

  • Develop an advertising program that includes a variety of advertising methods and a timeline for distribution of materials.
  • Use a variety of software and methods to design and create EAP information materials, including but not limited to social media posts, public website posts, flyers, videos, powerpoints, text messages, mailings, brochures, tv & radio advertisements; press releases, giveaway promotional materials, etc.
  • Customize developed EAP informational materials for identified populations.
  • Ensure all content includes required accessibility services.

Area 3: Distribution

  • Collaborate with local printing companies while overseeing printing and production of advertising materials.
  • Confer with vendors and brokers regarding the customer response to promotional programs.
  • Maintain social media posts, keep program website information up to date.
  • Distribute advertisements for the EAP program on radio, TV, print, or electronic media.

Physical Demand

  • Must be able to lift 25 pounds
  • Requires sitting, standing, bending, stooping and reaching.


  • Must have reliable transportation.
  • Must have valid driver’s license and current auto insurance coverage in compliance with Minnesota State guidelines on the vehicle used for work related travel.
  • Travel for completion of job duties, trainings and meetings as required.
