KOOTASCA is a non profit human service agency serving Itasca and Koochiching counties in Northern Minnesota. We serve low-income people providing ways for families to get connected to the community with a plan to get out of poverty. Our mission is “Building Community to End Poverty”. Our services include:

• Circles of Support - engaging the community to build Social Capital in the lives of low income people, low-income community leadership.


• Housing Programs - crisis housing, rehabilitation, energy assistance, home ownership workshops, down payment & financial counseling, closing cost assistance.


• Head Start - and early Head Start, project read early literacy, family services & involvement, health services.


• Crisis Services - family support program in our community designed to provide emergency or short-term care for children 0-12 years while families address crisis situations and includes Crisis Housing.
• Immersion Training - Build your Guiding Coalition, lead your project to success, engage the business community, tap into your community resources.
• Getting Ahead - Investigate how the hidden rules of the middle class and choosing to use them, can open doors to new relationships, new jobs, and higher resources.
