KOOTASCA Housing Programs

KOOTASCA Crisis Housing
Transitional housing projects are supportive housing for homeless families. Shelter projects are short-term supportive housing for homeless individuals or families. Family Homeless Prevention (FHPAP) project is to prevent homelessness for families and individuals in both Itasca and Koochiching Counties.

Minnesota Housing and Finance Agency (MHFA)
Deferred Loan Program - Homeowners may receive a loan for up to $15,000 to make permanent repairs to their home. There is no interest on these loans. Homeowners may repay the loan in one payment 30 years after the date of the loan closing or when the property is sold or transferred.

Energy Assistance Program (EAP)
Minnesota Department of Commerce - The Energy Assistance Program (EAP) helps pay home heating costs. Households with the lowest incomes and highest energy costs receive the greatest benefit.

Weatherization Assistance Program (WAP)
Minnesota Department of Commerce - The Weatherization Assistance Program (WAP) uses energy conservation techniques to reduce the cost of home energy by an estimated percent. Correcting health and safety hazards and potentially life-threatening conditions is the first consideration in WAP activities

Family Assets for Independence in Minnesota (FAIM)
These are matched savings accounts that build assets; the purchase of a home, pursue a higher education, or begin a small business. Participants save earned income each month that is matched at a 3:1 rate.

Small Cities Development Program (SCDP)
Department of Employment and Economic Development - Low to moderate income homeowners in targeted communities can apply for funding to make permanent repairs to their homes. Based on their income the funds can be either a 10 year deferred loan or a 10 year, 5% revolving loan or a combination of both. There is no interest on the deferred loans and if the homeowner lives in the home for the ten year term the loan does not have to be paid back. The deferred and revolving loans are due in full if the property is sold or transferred within that 10 year period.

HOMEBUYER PROGRAM
Education - Home Stretch Workshops; Budgeting/Credit - Loan Programs, Real Estate, Inspections and Insurances; Counseling – One-on-one, identify and clear up barriers, determine affordability and learn available resources; Financial Assistance – down payment and closing cost assistance for first time homebuyers.
